Luis Carlos Rojas Kruse

CEO & Managing partner

Luis Carlos is an entrepreneur with more than 20 years of leadership in digital infrastructure across Latin America. In 2001, he co-founded ADN Datacenters, which grew into a regional leader and the first in its market to earn TIER III, ISO 27001, and Essential Costa Rica certifications, before joining Livister Latam’s network of 24 data centers across 18 countries.


Following ADN’s acquisition, he took on leadership roles at Ufinet before returning to his entrepreneurial roots as CEO and Managing Partner at Quantia Holdings. Today, he leads the company’s mission to build energy creation and digital execution platforms for regional power hubs, beginning with projects in Costa Rica.


Beyond his business career, Luis Carlos is committed to mentoring others and fostering growth. An avid triathlete, he has completed multiple marathons and IRONMAN competitions, carrying the values of discipline and resilience into his professional journey.

Hugh Carspecken

Hugh brings nearly 30 years of experience in technology, spanning data networking, AI infrastructure, and data centers. He began his career at GTE (later Verizon) engineering metro fiber and cellular networks, and later played key roles in Silicon Valley start-ups such as ONI Systems, FiberTower, and Wave2Wave Solutions, helping accelerate the adoption of emerging technologies.

He went on to lead Fujitsu Network Communications’ multi-technology Solutions organization and later founded DartPoints, a pioneering edge data center company, which he successfully grew and guided through acquisition in 2020. Hugh also founded NewStage Ventures to continue driving innovation in digital and energy infrastructure.

As Managing Partner at Quantia Holdings, Hugh leverages his expertise to develop energy creation and digital execution platforms across Latin America. He holds dual degrees in Engineering from Dartmouth College and a Master’s in Engineering Management from the Thayer School of Engineering and Tuck School of Business.

Gonzalo Víquez Jr.

With more than 26 years of experience in real estate law, Gonzalo specializes in guiding developments in Costa Rica with trust, precision, and results. He has built a career helping both investors and first-time buyers navigate complex transactions smoothly and securely, ensuring peace of mind and lasting value at every step.


Passionate about turning visions into reality, Gonzalo tailors his legal expertise to the unique needs of each client—providing not only clear legal counsel, but also confidence and clarity throughout the process. His hands-on, client-focused approach has made him a trusted partner in the region’s real estate and investment landscape.


Beyond his professional work, Gonzalo is a nature enthusiast and dedicated triathlete, values that fuel his resilience, discipline, and forward-looking perspective in both life and business.

Juan B. Ramírez Steller

Juan is a Biochemical Engineer specialized in Process Engineering, graduated from the Monterrey Institute of Technology, in Monterrey, Mexico. He has built a distinguished career and strong experience leading major industrial and infrastructure projects, including hydromechanical equipment, heavy steel structures, cement factories, glass processing facilities, seaport infrastructure, industrial and urban developments, and large-scale fuel storage terminals.

Throughout his professional life, he has been deeply involved in the construction of more than 30 power generation facilities — encompassing hydroelectric, geothermal, wind, solar, bioenergy, and thermal plants — with a combined installed capacity exceeding 2,500 MW.

He currently leads a family investment group engaged in the energy, seaport concessions, and free trade zone sectors, as well as in industrial park and building management under special regimes.

A family-oriented leader with a strong commitment to renewable energy development and sustainable growth, Juan maintains an active and healthy lifestyle, fully dedicated to advancing the future of clean energy in the region.
